Harold Russell presents an American Veterans of World War II (AMVETS) Certificate of Merit to Frances Langford "for outstanding service to the organization and to the welfare of our Nation."
After losing both of his hands during WW II, Russell won a Best Supporting Actor Academy Award for his role in the 1946 film, The Best Years of Our Lives. Russell also served three terms as the National Commander for AMVETS.
