Photograph may have been taken when President-Elect Herbert Hoover (on left) visited Florida in February of 1929 and took part in an inspection of the Everglades region and Lake Okeechobee after the 1928 hurricane, which devastated the area. Florida Governor, Doyle E. Carlton (second from left) and Okeechobee Mayor, A. D. Bird (third from left) accompany the president-elect here as a crowd of people look on.
